In the 2022 midterms, Oregon saw a contentious redistricting cycle in which the Democratic majority drew new legislative and congressional maps. In 2022, the new State House map was used, with Democrats winning the popular vote by 86,212 votes (or by 4.64%), but Republicans gaining two State House seats. The results will be explained on a county level for districts decided by 10.00% or less.

Oregon State House District 7
The 7th State House District of Oregon is located entirely within Lane County, above the California-Oregon border. It is a moderately Democratic leaning district; Democrats had a 4,628-voter registration edge as of the November election there, or an advantage of 9.10%. It should be noted that as of 2022, the third party and non-affiliated voters made up a plurality of the district’s registered voters.

In the primary elections for the 7th State House District, Democratic incumbent John Lively ran for re-election, winning unopposed in the Democratic primary with 5,513 votes (97.78%), while in the Republican primary, Alan Stout finished first with 3,549 votes (82.59%) against Raiph Huber, who won 707 votes (16.45%). Both Lively and Stout advanced to the general election in November. Altogether, the Democratic primary saw 5,638 votes cast, while the Republican party saw 4,297 cast.

Oregon State House District 19
The 19th State House District of Oregon is located entirely within Marion County and is another Democratic-leaning district, with a Democratic registration advantage of 3,904 voters as of the 2022 elections, or an advantage of 8.41%. As with the 7th district, it should be noted that third-party and non-affiliated voters make up a plurality of the district’s voters. Joe Biden would have carried this district by 16% in 2020.

In the primary elections for the 19th State House District, Democrat Tom Andersen won the Democratic primary with 2,592 votes (36.46%) against both another challenger, Jackie Leung (who earned 2,285 votes, or 32.14%) and the incumbent Democrat, Brad Witt (who earned 2,188 votes, or 30.77%). On the Republican side, T.J. Sullivan ran unopposed in the Republican primary. Both Andersen and Sullivan advanced to the general election in November, with 7,110 and 3,992 votes being cast in the Democratic and Republican primaries, respectively.

Oregon State House District 21
The 21st State House District of Oregon is located entirely within Marion County, and is a battleground district. Democrats have a registration advantage of less than 5.00%, or an advantage of 1,607 voters (3.6%) as of the November election. Biden would have carried the district by around seven percentage points.

In the primary elections for the 21st State House district, Ramiro Navarro, Jr. won the Democratic primary with 3,394 votes (63.80%), against Robert Husseman, who garnered 1,848 votes (34.74%). In the Republican primary, Kevin L. Mannix won with 4,712 votes (85.84%) against Kyler McNaught, who earned 749 votes (13.65%). Both Navarro and Mannix advanced to the general election with a Libertarian candidate, Michael Morrow, also advancing. The total amount of votes in the Republican primary were 5,489 cast, while on the Democratic side, only 5,320 votes were cast.

In the general election, the Republican candidate Mannix won a surprisingly large victory over the Democratic candidate Navarro, winning the district by a margin of 1,469 votes (5.75%), outperforming the Democratic voter registration edge of the district. This seat will be a Democratic target in 2024, although with a partisan lean to the right of the state overall, Republicans could still hold it.
Oregon State House District 22
The 22nd State House District of Oregon is also located entirely in Marion County and is a Democratic-leaning district overall, with a Democratic voter registration edge of 2,720 voters, or an advantage of 7.56% as of the November elections. Joe Biden would have carried the district by around 12 percentage points in 2022. It should be noted that third-party and non-affiliated voters make up a majority of the district.

Oregon State House District 26
The 26th House District of Oregon is made up of parts of three counties (Clackamas, Washington, and Yamhill Counties) and is a strongly Democratic district. Joe Biden would have carried it by nearly 20 points in 2020. However, in statewide races it tends to be closer; it has a Democratic voter registration advantage of 3,306 voters at the time of the November election, or an advantage of 6.84%.

In the general election, the Republican candidate Javadi won a narrow victory over Laity by overpowering an 1,767-vote edge in Columbia and Tillamook Counties, enough to overcome Laity’s 833 vote margin in Clatsop County. Overall, Javadi won the district by 844 votes (2.42%).

The 40th State House district is located entirely within Clackamas County and is a moderately Democratic-leaning district, with a Democratic voter registration edge of 5,102 voters, or 9.76%. Joe Biden would have won it by nearly 13 percentage points. Third party and unaffiliated voters make up a small plurality of voters here.

Oregon State House District 48
The 48th State House District of Oregon is in slivers of Clackamas and Multnomah Counties and is a Democratic-leaning district with a Democratic voter registration edge of 5,560 voters or a margin of 12.07%. Joe Biden would have carried it by nearly 14 percentage points, and a Democratic candidate would be expected to win the district in most circumstances.

In the general election, Nguyen won a closer-than-expected victory over Masterman, entirely in part due to the margin in the Multnomah County portion, which netted Nguyen 2,981 votes. Masterman’s 2,364 vote edge in Clackamas was not enough to overcome Nguyen’s lead in Multnomah, as Nguyen won the district by a margin of 617 votes (2.56%).
Oregon State House District 49
The 49th State House District is located within Multnomah County (home to Portland), and is a strongly Democratic-leaning district, as Democrats had a 5,821-voter registration advantage at the time of the November election, or a margin of 13.33%. Joe Biden would have carried it by nearly 17 percentage points. However, third-party, and unaffiliated voters made up a plurality of the electorate in the district.

The 50th State House District is in Multnomah County and is another strongly Democratic leaning district. The district had a Democratic voter registration edge of 4,859 voters or 10.73% at the time of the November election. Joe Biden would have carried it by nearly 14 percentage points in 2020. However, as with most of the earlier districts, third-party and non-affiliated voters make up a strong plurality of the district.

Both candidates advanced to the general election. The total number of votes cast in the Democratic and Republican primaries were 4,222 and 2,751 votes, respectively.

When the general election was finished, Ruiz won a narrow victory over Salvador, winning the district by a margin of 859 votes (3.65%). The seat, while host to a close race in 2022, will be on the outer limits of the battlefield in 2024.
Oregon State House District 52
The 52nd State House District is located across parts of four counties (Clackamas, Hood River, Multnomah, and Wasco Counties), and is a slightly Democratic leaning district, as Democrats had a 3,142-voter registration advantage in November of 2022, or an advantage of 6.12%. Joe Biden would have carried it by around 10 percentage points in 2020. As before, the third-party and non-affiliated voters make up a plurality of the district.

In the general election result, Helfrich won a surprisingly large victory . He was able to do this by overpowering Long’s 2,207 vote margin in Hood River with a 3,841-vote margin in the district’s three other counties, allowing him to win the district overall by 1,634 votes (5.04%).
Oregon State House District 53
The 53rd State Huse District of Oregon is located entirely in Deschutes County (home to Democratic-trending Bend). It is a marginally Democratic leaning district, as Democrats had a voter registration edge of 1,492 voters at the time of the November elections, or a margin of 2.66%. After voting for Trump by two percentage points in 2016, Joe Biden would have won it by over 9 percentage points in 2020.
